Unpublishing listings sends them to moderation?

Is there a reason why unpublishing listings sends them to moderation?  Is there any way around this?  Unpublishing and moderation are two very different functions.

I would like our users to be able to manage their own listings - publish and unpublish them.  (For example, some listings are seasonal, time-limited, etc - but will be re-used at a later date).  When listings are unpublished, they get sent to the moderation queue (why?!)  This confuses them with the listings that genuinely do require moderation.  We have a site with 3k+ listings - and this quickly becomes a "memory game", and impossible to manage.

Is there any way around this?
