Problem with a ListingType: Moderation settings do not work.

I have a problem with a listing type. Although I have set all user groups to moderate, users can publish freely without moderation.

Does this have anything to do with the fact that I use PaidListing for another ListingType? Is it then not possible to set other permissions for other ListingTypes?

Or have I missed something?
