Changing Category after listing entered

I have a small issue I just noticed.  After a record has been entered and approved for publishing, I would think an administrator could go into the backend and change the category of the record, just in case it was entered into the wrong category.  I tried to change the listing's category in the backend and the only option it gave me was the same category it was entered into.

How do I fix this?
