Display a list of the main categories in this virtual category

We are in a virtual category California.

Is it possible to display a list of the main categories "City Guide" in this virtual category "California"?
Is it possible to display only those categories in which listings there is a "California" value?
And we need this list of categories to lead to the "California" page.
/city-guide/hotels/tag/state/california
/city-guide/restaurants/tag/state/california

I believe that in our case, in this way it is possible to make a large catalog of spare parts with convenient navigation and the possibility of attracting large search traffic.

I understand that there is no such functional in the Jreviews. But we really need it.
If we order this functionality from third-party developers, how do you think this can be done?
For example, we can do this manually using Joomla modules and component "Advanced Module Manager". But manually this is not very convenient. Especially when we have 500 virtual categories.
