There is no need for PHP formatting. You can use the standard output format, and the way I would do it is by using the field value as a CSS class in the output format and then creating new CSS classes to change the color.

 

So the output format would be:

<span class="{optionvalue}">{fieldtext}</span>

And with option values "one" and "two" the CSS would be:

.jrFieldValue .one {
    color: red;
}
.jrFieldValue .two {
    color: blue;
}
