Looking for a 301 redirect plugin that can use rules.

I am moving from a Drupal site using pathauto. It creates a URL structure by applying rules.

 

Example Rules.

1 Maximum alias length: 100

2 Maximum component length: 100

3 Strings to Remove: a,an,as,at,before,but,by,for,

from,is,in,into,like,of,off,on,onto,per,since,than,the,this,that,to,up,via,with

4 Another group of settings to control punctuation.

 

So a listing with title: Bob is a Good Driver

In Drupal would be: example.com/bob-good-driver

In Joomla would be: example.com/bob-is-a-good-driver

 

Anyone know of a way to use similar rules in Joomla?
