drop down select list option

I'm tempted to do this myself if I can figure out where to start and if its relatively simple.

 

One thing I would like to see is an option for the select box/drop down field to limit the options to a category or section or both. 

 

For example say I have a drop down list for Section State and Category City and have a drop down for streetname as a custom field for content itmes.  Users are able to add new street names but this will be addeded across all sections and categories.  It would be nice to have a check box to limit the drop down additions to either a section or a state.

 

Does this make sense?
