Advertising program targetable to JReviews listings

I've been looking at the Joomla Extensions site for an advertising program that would work nicely in combination with JReviews. I'm really not finding what I need.

I'd like something that allows me to target my own internal ads (text or image) that would be displayed based on the displayed listing:

1. Location (city or state or country, etc.)
2. Category
3. Hopefully, a combination of both 1 & 2 above

It would be nice to have a fallback to Google Adsense if I don't have anything specific to display, but not required.

I wouldn't want popop/modal ads.

Does anyone have any recommendations?
