Location-Based Featured Only Listings Module

I need to display the listings module(s) in blog post(s). I would like to designate the lat/long and display featured random. I have seen similar questions but over a decade ago. I was curious to see if a filter could work for this. I have treid all settings and have used a custom order by but I either get the correct location (Proximity Custom Center) or I get Featured Random from any location. It's important for me to get this working so any help that you can offer would be appreciated.
