Ratings / Comment Tab Language - Different based on logged in status

So this one has stumped me.... This is the same listing, just one is logged in and one is a guest/public

For some reason, I have the reviews tab, that when shown to public it says "comments"

but when I login, it says "ratings"

I've gone through the listing Listing Type Manager and checked everything under the language tab and cant even find anything that uses "ratings". Anything that said comments, I changed to reviews.

First, where is this managed and second, why would it changed based on if someone was logged in or not?

Any guidance of where to look would be great!
