Upgrading plan to premium plan but still have free plan limitations?

A "Free Photographer" plan excludes users from adding any books they might have published but a premium plan enables then to add relevant books.  When I create a test premium listing we can add books without issue, but if we upgrade from a free listing to a premium upgrade plan I get an error 

 

 

• You can only select 0 options for Related Books

 

I have checked the plans and set-up looks correct, related books field checked and no limits set in the listing settings of plans
