Plan for admin only?

Is it possible to create a plan in paid listings that is only available to an admin of the site, and doesn't show up for anyone one else?

 

I want to add a bunch of listings myself, so that companies can claim them.  But when I add them I'd like to assign then to a plan that is only available to me.  Then when they claim the listing they can choose from one of the normal plans.

 

I haven't got to the point of creating plans yet, and i wanted to get the answer to this because I'll need to setup a different field group for the admin only plan where some of the fields are required as they will be in the public plan.
