No image uploads with Paid Plan

I am submitting paid plans on my website and it says that you will be able to submit images in the next step.

 

But when you click Submit, you are taken through the payment process and brought to the following URL:

my-account/paidlistings_orders/complete?handler_id=1&order_id=22

 

and are never taken to upload your images.

 

How can I make it so it either allows you to upload before the payment process, or takes you there directly after (Preferably the former).

 

This is very bad UX for users when there is no indication what they need to do next, or how to go about uploading the photos they were told they could upload next.
