Special level of "Owner" added to Access Levels

I know it's outside of the normal Joomla access levels, but I'd like to be able to have Review fields and probably Listing fields that are available to edit and/or view only by the Owner and above. It's more restrictive than Registered. I can work around listing fields, but I'm having a harder time customizing the review output.
