Not require admin to check "I accept the terms..." when uploading media

I would like to see an option (perhaps an "access setting") to define who needs to check the box for "I accept the terms and conditions" when uploading media. As the admin, I'd like to not have to go through that unnecessary step/click since I spend quite a bit of time uploading media. I've already had to do "check" it hundreds of times and it just slows things down for me.
