Functionality to check for existing entry with the same latitude and longitude

Hi everyone,

 

I am looking for someone who could help me develop a functionality which upon submitting a new listing will check if there is already any existing listing with the same latitude and longitude. If this listing already exists it should says so above the listing Submit button and provide a link to that listing.
