Need assistance with code changes/custom listing theme

I am useless with changing codes around.  The work I need done is pretty straightforward, and I would like a quote on the time-frame and price to complete the work. I am looking for someone who I can establish a long-term relationship with for specific projects. Below is what I want done (it follows ideas posted in the Jreviews Tips & Tricks forum):

 

First off, I need a override file set up for any changes to the theme, etc.

 

I want a custom look for the detail listing pages- it's a modified compact theme with tabs.

 

I need to have the send inquiry form button set up so it only appears on those listings that have been paid for. The tier I have set up is: Standard Listing (free); Enhanced Listing (paid) and Premium Listing (paid).

* I'll be adding many free listings, and would like to have the website snapshot appear, but don't want the website domain address information displayed on the site.
