Paypal "This feature is only available to Business and Premier accounts"

I have a paypal account and email. I get this when testing the paypal button using a plan under subscription.

"This feature is only available to Business and Premier accounts"

What kind of account do I need to accept the payments? I tried a basic plan and subscription but it's asking for fields such as reoccuirng etc... on the paypal website.
